Summary of Study in Vienna

We were assigned by BinZhou Medical University Hospital to Vienna for a 3-month study. During three months’ study in Austria, we have gained an in-depth understanding of the relevant disciplines of the medical development in European developed countries, with Austria as the representative. A brief report is here with you.


Speaking of Austria, the first thought will always be that it is the paradise of music. Golden Hall and the National Opera House are packed every day. Music and refreshing performance can be heard or seen everywhere even in the subway or on the roadside. Austrian energy sector focuses especially on achieving no pollution or pollution purification while providing energy. They are designed to allow everyone to breathe fresh air. Water, in Austria, is the most commonplace as Austria is among the countries that are water-rich in Europe. It has both cold and hot water on the taps in Austria so that people can drink directly. The Austrian transport system is advanced, including bus, subway, tram and trolley bus. Traffic is so convenient that people there do not need to drive. The Austrian disability facilities are also perfect; people with disabilities are free from all inhibitions when they want to go out because all the buses are equipped with suspension system. If they want to get on the bus, there is a board down into a slope, wheelchair users can easily get on. Austrian architecture is full of German romance. Strolling in Austria, your eyes will be dazzled by the elegant architecture, or the magnificent atmosphere of the building, which are in different styles. Colors in the Austria are fully used. In AKH hospital, red is on behalf of internal medicine system, green represents the surgical system, blue represents the emergency.
 
Austria has been taking high-taxe and high-welfare policies as well as a sound medical insurance and pension system.
 


The Austrian medical system is administered by the Hospital Authority, and the emergency center is independent from the hospital. After the ambulance personnel arrives at the scene, they can open the corresponding interrogation template in the center information system according to the patient’s resort, and the system will automatically jump out the possible diagnoses and first aid treatment plan according to the template. At the same time, all public hospitals in Vienna, the availability of emergency beds can be vacant in the emergency center information system for inquiries, once the ambulance doctor to determine the need for admission treatment, the information system will automatically jump out the patient’s condition and the presence of empty bed hospital informs the ambulance doctor to transfer the patient to the designated hospital. Such an information system makes the whole process of emergency treatment process and the division of labor clear, response rapid, work efficient, fully embodying the concept of “all first aid as the center”.
 
The Krankenanstalt Rudolfstiftung Hospital where we have studied is located in the 3rd district of Vienna. The main building of the hospital consists of a 16-storey building, which is located next to the administrative office building, outpatient department and inpatient department. The lawn on the south side of the building has an apron for helicopter. The hospital normally opens 820 beds, 17 departments, 18 professional out-patients, 5 research institutions, covering an area of 205000 square meters. The average length of hospital stay is 5.9 days. The appearance of the hospital is not stylish, but the environment is very user-friendly both inside and outside. There is a bus station in front of the hospital, the buses arrive on time. All in all, we are deeply impressed by the following aspects.
 
First, the layout of the hospital: their gynecological clinics include general gynecological and mammoplasty clinics. Outpatient clinic is an independent and complete system. Inside the clinic, there are consultation room, both the office, patient locker room, ultrasound, blood, urine and check bed. When the patients are called, they carry their medical records into the consulting room. There is insurance bar code on medical records. After being scanned, the patient information, the chief complaint, menstrual history of marriage, allergies and surgery and so on will be shown on the computer. Doctors and patients will communicate with each other sufficiently about the treatment plan, the results of examination and the need for further treatment.
 
I focused on the obstetricial ward, there are 12 rooms, which is adjacent to neonatal wards.There are four delivery rooms; each childbirth room is allocated with a monitor. There is underwater delivery equipment in room 4 and an emergency operation room in delivery room 3. The other side of the door is the operating room, when abnormal delivery happens, immediate surgery will be carried out and the medical personnel quickly run from the operating room. In addition, between the delivery room and the operating room, there is a locker room, putting on surgical clothing medical staff can go into the operating room immediately, reducing the transit time, making the implementation of first aid shortest.
 
Second, the medical facilities are advanced and complete. During the short day in Rudolfstifung Hospital, I have learned a lot. I observed surgical treatment of many diseases, such as surgery of reproductive system benign tumor: laparoscopy and laparotomy, revision surgery of pelvic tissues, TVT, cesarean section, hysterectomy for placenta implantation, dysfunctional uterine bleeding: hysteroscope, curettage, NOVO surgery of breast, missed abortion surgery, surgery of endometrial carcinoma of uterus. I am interested in TVT and I-stich in revision surgery of pelvic tissues. It is expensive and advanced, but also convenient, less painfull and has a good prognosis. NOVO is very useful in treatment of dysfunctional uterine bleeding and it achievd good effect. Doctors have their special surgeries, such as breast surgery, malignent tumors, hysteroscope and surgery for prolaps.
 
Third, humanization: in addition to the care of language, the main humanization is reflected in the details of the deal. For example, during surgery the patients will have inflatable bags to keep upper limb and neck warm. Lower limbs will be placed in the leg frame; patients can adjust the curvature and height, lowering extremities, especially vein compression, reducing the incidence of lower limb thrombosis. For Cesarean section hospitals, family members can accompany them into the operating room, to meet the birth of new life. There is a special room in each operating room, with wall temperature control system installed, two regions responsible for keeping warm.
 
Last but not least, all the doctors are absorbed in work. It is harmonious in department, and they are in good terms with each other. There is a grading system in the department, and they will help each other if there are troubles. There is good communication between doctors and patients. Doctors do not need to communicate with patients or her family if there is some problem in and after operation. It reduces contradiction and conflict. There are clear division and responsibility in work.There are different nurses in charge of instruments, urine catheter and sterilization. 
 
Although Austrian health insurance system is excellent, there is some medical resource waste, whether the system is in sustainable development remains to be seen. There is often visible waste of surgical materials. For example, the ligasure which is carefully used in China because of the high expense is used in almost every surgery in Austria. Laparotomy incision, vertical incision and sometimes even up to the xiphoid, the surgical field is clear, but the wound healing rate is poor, despite the 5 days after discharge, added with Austrian’s obesity, high incidence of diabetes, postoperative incision is not healing, causing high probability of infection.

 
Overall, the study is short but very productive. I can’t forget this experience. We want to learn Austrian advanced theories and technologies, and continue to carry forward our strengths and obtain a rapid progress.
